Kingdom of Black Rock
The dwarven kingdom has its seat in Black Rock Mountain, where the kingdom gets its name. The dwarves elect a new king whenever the old king dies. After being elected, the Under King has the final say in all decisions concerning domestic and foreign policy and is the commander of all of the dwarven armed forces. The Under King's power is tempered, however, by the various cities and clans reserving their right to secede from the Kingdom at any time. If a settlement or city secedes, they gain leverage in trade with Black Rock, but they also don't get the benefits of defense from the Kingdom's armed forces. Since the cities were united a thousand years ago, no city has ever seceded from the Kingdom so far.
